The JGR Class 190 steam locomotives were built in 1871 by Dübs & Co. Glasgow Locomotive Works in the United Kingdom, with two units constructed (serial numbers: 436, 437). Both locomotives arrived in Japan in 1872 and were initially named “8” and 9. They primarily operated between the Keihin area but underwent several renamings before being reclassified as Class 190 (#190, #191) in 1909. In 1911, they were transferred to the Bisai Railway and renamed again, continuing their service until their retirement in 1927. Unfortunately, neither of the locomotives was preserved, and both were dismantled. The Class 190 locomotives appear to resemble tender steam locomotives at first glance; however, the coupled vehicle at the rear was actually a brake van. The Class 190 locomotives were equipped with a type of counter-pressure brake but lacked a hand brake. Instead, the hand brake was installed exclusively on the aforementioned brake van. As a result, when operating independently, it was necessary to couple the brake van.
