This locomotive was originally a Hokkaido Coal Mine Railway #16 steam locomotive built in 1898 by Baldwin Locomotive Works. Initially, the wheel arrangement of this locomotive was 0-4-0, but after nationalization, a rear wheel was added to make it 0-4-2 because of poor balance. After retiring from the Nansatsu Railway in 1939, it operated on the Nippon Light Metal Company Kambara Factory Dedicated Railway from 1941 until it was scrapped.
